On the left we believe you write the laws to define the behaviour of a terrorist, and then you arrest and prosecute anyone who behaves that way.
On the right they believe you write the laws to define the people who are already considered terrorists, and when you finally catch one, you use the law to arrest and prosecute them for who they are.
